The Small Business Innovative Research (SBIR) program is a great resource for small companies looking to develop novel solutions to complex problems.  Several government agencies participate in the SBIR program, from the Department of Defense (DoD) to the Department of Agriculture (USDA).  Some agencies have one solicitation per year, others have as many as three solicitations rotating through the year.
